The Effingham City Zoning Board of Appeal on Tuesday approved a derogation allowing a fence along 4th Street at the intersection with Market Avenue.
The property is the former location of the Helen Matthes Library, which is now to be used for Head Start courses. Community Opportunities is an agency that finds and develops websites for charitable activities.
Members of the zoning board raised concerns about the fence’s proximity to 4th Street and the fact that the fence could cause line-of-sight problems for motorists heading west into the market and planning to turn onto 4th Street. The fence will be installed to cordon off children who will use a playground on 4th Street. There have been suggestions that the playground could be farther east on what is now parking space, but the developers wanted to keep the limited parking spaces available.
Eventually the variance that allowed the fence was approved at 4: 1.
