Sheehan said inclement weather and the allowable delay at the start of the project, with the city allowing him to only do paperwork and not construction, meant that much of the work had to be done in the heart of summer.

Little did he know that the fishing pier would be so full if boats kept unloading fish. He delayed the start of the working day until the evening, which meant shorter working days.

“They knew how busy it was going to get,” Sheehan said of city officials, but he claimed no one had informed the company.

Sheehan didn’t say when the project would be completed, but said the contract included a 142-day window.

Duncanson said the quality of the company’s work hadn’t been questioned, just timeliness. At least four workers were seen on Monday afternoon at the location of the fish pier where the pavement was being installed. Duncanson said decking, two access stairs and an elevator were still to be completed.

Working fish piers are popular with tourists, and the Chatham location, one of New England’s busiest harbors – overlooking the harbor to the Atlantic beyond the dunes and sandbars – is no exception. With an estimated 3,000 visitors per day during the summer, it’s one of the top tourist attractions in the city and a destination for most of the year regardless of the weather.

But exposure to the worst nature that can dish out takes its toll on buildings, and the old deck had to be demolished. The design of its replacement reinforced the structure and made it free-standing rather than attached to the communal fish processing facility.

City officials blamed Sciaba for the July delay, saying the company never had enough people there to complete the work on time. At the time, Sheehan said the city also created delays in the project by changing the order of the phases of the work plan. Then the fishing fleet got busier in the summer, making it harder to circumvent, he said. Fishermen complained that construction debris blew on some fish when they were dumped into the processing facility.

In July, Sheehan announced to the elect that a completion date of August 23 was more realistic. The elect met for an hour in the board meeting on October 21st to discuss possible litigation.
